I just purchased my third tuba last week from the Baltimore Brass Company. I am a Senior Music Education major at a Small University (kind of like you are talking about). I found that the best way to buy a horn, if you don't have the money, is go to financial aid and ask for the money. Write a letter and see if you can get a government loan. If that doea not work then there are loans at banks for students that are primarily for educational expenses OTHER than tuition. That is the route that I took with this horn. I took out what is called a Bank One EducationOne loan for that purpose. The interest and principal ccan be deffered or not. It is up to the borrower. Look at websites of banks in your area and give that option to your students.
