Understand that I'm trying to put myself in the administration's frame of mind here, not to put forth my own opinions. So don't get out the flamethrower--I'm just trying to understand this myself.

1) Orchestra is where "real music" is created, not bands, therefore -
2) There's a good body of orchestral tuba literature to be mastered by the student, and--
3) There's almost nothing for orchestral euph, so a tuba teacher who doesn't know the orchestral euph literature can probably catch up on it in an evening's reading.

I've never heard of a university tuba teaching position where the requirement of knowing all of the tuba literature for band was stated ahead of the orchestral lit requirement, have you? Shows you where they're coming from. Probably the line of thinking goes "Professional euphonium? Isn't that something that's played in a military band? (shudder)".
