I might be inclined to do something like this. Used beat up Mirafone 186 for about $3000, a used beat up Conn 24J for about $1500 and a used Yamaha Eb 321 for about $1500.
A lot has to do with your playing characteristics. On tuba I am better on the top end of the horn so the need for a bass tuba doesn't seem a need for me. However, on a bass tuba I have difficulties on the lower end and can't adequately play the full range.
I guess what I would do is evaluate the full range of the literature you will be playing and see if you are comfortable playing that full range on a bass tuba.
