It sounds to me like you need a gig bag that will accomodate a 20j with a removeable bell.
This would be much cheaper than replaceing the tuba that you like to play. However, you mentioned weight limitations. I wonder if this might be a possibility.... Carry the tuba on your back (or the hand truck) and the bell in hand.
It seems like the gig bag strapped to a hand-truck might be a solution.
