An Eb tuba player can read a Bb trumpet part and play that part as if it's written in bass clef. So in treble clef, written C is read as Eb by the tuba, as if it was written in bass clef. C# becomes E natural, G becomes Bb, G# - B natural, etc.. In times past, trumpet players were transitioned to tuba on an Eb because they could read the bass clef part as if it was written in treble clef and use the trumpet fingerings that they already knew on the tuba.

it's also true that a CC tuba can play a C trumpet part because both parts are written in concert pitch (C = C). But a BBb player can as well as long as the tuba is playing the same NOTE NAME as it's written on the part because again (not to beat a dead horse) the tubas are non-transposing ( i.e. Bb is written in the trumpet part, the tuba plays a Bb, it's just that simple!).
