You're right, but the E should be tuned with 1-2-3, too. Thus, the fourth should be tuned so that the low Eb, played 1-4 is perfectly in tune. That would be long by normal fourth-valve standards, but it would add the critical two or three notes in bottom register needed by Bb tubas if they are to cover 100% (instead of 99.9%) of all performance situations.
