Yes, tubas can have more than three valves. If you are looking for a good four valve tuba, I am trying to sell my Ceveny Piggy Tuba. It has 4 valves. It is in C, if you are interested email me, and I will tell you about it.
By the way, tubas can have more than 4 valves too, some have 5 and even 6. There are some that people have made that have even more than that. Hope that helps.
