Using the third valve in that partial is extremely common on a lot of tubas. I've gotten in the habit of just using the third valve as my standard fingering on any tuba I pick up and tend to use 12 only where the finger pattern or intonation dictate otherwise. Trumpet players always pull their first valve slide in order to correct intonation and I think that most tuba method books simply transpose the trumpet fingering chart. On tuba I think it is a lot simpler just to use the third valve.
