As far as consistant low writing goes, the film composer Elliot Goldenthal comes pretty close to taking the cake. The orchestration for his cantata "Fire Water Paper" includes contrabass clarinet, contrabassoon and contrabass trombone. I've was lucky enough to play this huge work and it is CONSTANTLY very low. No isolated pedal notes around here! The second movement is full of pedal Ds and Eflats while the third movement opens on a pedal C and eventually goes down to a B. It is an inspired piece and definetly worth a listen.

Alien3 has plenty of pedal Bflats for both contrabass trombone and tuba in the final scene. Batman Forever is pretty full on as well.
