1.) If you are planning on buying a yourself a good tuba anyway, there's no time like the present! There are some decent used horns on the market if you are on a tight budget (who isn't?) check out the link at the top of this list that says "Shops". There are some affordable new horns too, if you go with 3/4 or 4/4 size and pistons instead of ratary.
2.) Your school should probably take the horn to a qualified repairman for an estimate, and decide whether to get it fixed or buy a new one. I will say this: a lot of old, beat up tubas lying in school lockers unused because they look ugly, or one valve is stuck or whatever, are better than some of the cheap new horns out there, and it would still be less expensive to get the old good horn fixed than to buy a new horn that doesn't play half as well anyhow!
