I think the brown folder is probably the best way to go until you start getting alot of charts. My quintet uses Humes & Burg Fibre cases. You can get the cases in various sizes to fit your library. The one big band I play in also uses fibre cases. It is the best way to protect your music during transport.
Its funny you say one of your members uses plastic sleeves in a three ring binder. One of our members does that also and we have over 300 charts in our repertoire! Her binder is one of those big black 5 inch think ones! It barely fits in the H&B case. There must be one in every group!
For my tuba quartet, we just use those big black leather folders, but they do not provide that much protection. I keep the 4 folders in two brief cases however for storage and transport.
