As John Fletcher always used to say....."a tuba is NOT a fog horn it's a musical instrument. It's also a BRASS instrument. So allow it to SOUND like a brass instrument"....so, in a solo setting, for lead-line work, ensemble work, jazz and recording you need to maintain as many higher-harmonics in your production as you can and that's much easier to do on the Eb or F. Booming away at the back of a large symphony orchestra is as remote from the intimate confines of the quintet as you can possibly get. No wonder Fletch often said he thought it was better for the bass trombone to be the bass instrument in small group-work than the tuba. It's a matter of blend.
