I have bough such one for this very purpose. But it is no good for this purpose, unless one can measure over the open narrow end of a cone. The, very desirable, inflexibility of the tape measure forces one to take the circumference a literal bandwith up from the ferrule, if one measures on an assembled unit.
Instead I took a string. Within the insecurities of measurement I ended up with a circumference suspiciously close to 321 mm (12.638"), maybe a tiny bit over.
