"Side action" valves (valves in the front) are more desireable, but even with top action valves it could be a nice instrument. There is a known "problem" with Conn short action valves in the 3rd partial being flat, but I don't think that short action valves were made until after 1927. Even if it has short action valves, the sound and playability of those horns far outweighs that small tuning issue. Every tuba design makes some compromise between intonation and playability.

As Joe pointed out, it is likely to need valve work or other work done to it to make it a player, but if it is really "very inexpensive" I see no reason not to go for it. It is especially nice to have 4 valves. Many more 3 valve instruments were made back then.
