"Good" Tubas...?

I seem to be struggling with a concept here...

On the one hand, there are certain tubas out there that everyone rants and raves about, like the new Miraphones and the Nirschl tubas and the Alexanders, yada yada yada... these are considered good tubas.

On the other hand, a player could pick up what's considered as a "bad" tuba and make it sound like a massive York tuba or something as glorious as that, but the tuba itself would still be considered "bad"...

I guess what I'm really getting at is the fact that I have no idea what a "good" tuba is. I know what they sound like, but I just want to know what qualities make a tuba good. Any and all insights are welcome! =^)
