In all honesty, no one is going to care who arranged the music or whether it is public domain or not. There really are not copyright police running around waiting to catch that tuba choir down at the mall. Follow your own conscience. Play what you want to play and what you feel comfortable playing. If you write an arrangement of Chestnuts roasting.... It may be illigal but your chances of getting caught or fined are next to nil. Now don't get me wrong I am not advocating you go out and arrange stuff and sell it or record it without permission, etc. But the reality of the situation is who is going to even notice?
