I think that simple metric is more like, "we got a $2 million NEA grant which funds 18 students and two faculty."

I don't mind that they are bad artists, if their education is comprehensive enough so that they can contribute to society. After all, how many musicians graduating from music school are good musicians (in the sense that they will be performing professionally)? I don't particularly like that their scholarship comes (usually) from my taxes, but I don't even mind that if their education is sufficiently broad. What I do mind is paying taxes that support their education, and finding that their education is designed to be no more than job training, when they haven't sufficient aptitude to do the job and don't learn what they need to contribute to society.
