Put a hose clamp (costs ~ 50 cents) on the sliding tube to stop it at the desired height. Works great. Only disadvantage is that if you need different heights on a regular basis (if you use different chairs often) the clamp may need to move. If you carry a pocket screwdriver all the time, then re-adjustments aren't that hard.

If you use chairs of the same height all the time, it's the ideal solution.
