Can someone tell me what a CC tuba is?

I would like to purchase a used tuba for my son. He will be 23 soon and played throughout highschool (marching and concert) and one year in college. He has been out of the country for 2 years and I would like to start looking now so he will have a horn for when he arrives home next March. He indicated by e-mail that he would like the following: a used concert tuba, silver or brass color, doesn't really matter, bell straight up, at least 4 valves (the more, the better), the key doesn't matter, but b flat is the one I already know the best(if it has more valves, you can change keys very easily by pushing down the 5th valve, if i remember right), 1 and a quarter bore (what is that?). Any advice from all of you tuba folks out there would be very much appreciated. I would like to keep the price under $2500, if possible. He is really very good and I would like to encourage him.
