At least when I was in high school (3 years ago) the 9th and 10th grade had one band and one orchestra. 11th and 12th grade had two bands and one orchestra. I always heard conflicting opinions but I think they fill the first chairs in the band/bands, then the orchestra spot, THEN 2nd, 3rd, etc. in the bands
