The ranking of the school (and the teacher) is only one thing to think of... If you want to play you also need to think about what school is going to give you the best chance to play - and play often - in a variety of formats.
A smaller school will allow you to play in a good symphony, wind ensemble, brass quintet or whatever else you may want. In a larger school you could be relegated to the leftovers.
Being one of 15 - 30 or more tuba players may have its advantages but being the best of 5-7 in a smaller school with a solid music program also has its advatanges. No one cares who you studied with - only how well you play.
