Well, sousaphones don't rust, but they do corrode.

Relacquering a whole sousaphone is a pretty big undertaking. First, you've got to get the thing shiny and clean, done by using a buffing machine and buffing compound. When you've got it buffed to mirror finish, you then need to clean off every little bit of oil, grease, wax and buffing compound, usually by using a solvent-based cleaner.

Then spray with epoxy and bake to cure. You can get epoxy lacquer from Ferree's tools at the link below:
