Depends on whom you ask. There's a piano-tuners list on the net and the subject comes up routinely. There are those who say that they stretch the tuning and those who swear they don't. Lots of reasons are offered from both camps. Almost like BBb-vs-CC on this list. Some say stretching gives the upper register a bit more sparkle; some say that it avoids unharmonious combinations of upper harmonics. Others say the first two groups are full of beans...

However, you'll agree that neither piano tuning is "just". 3rds and 6ths are just plain funky.
