Roger is right. If you listen to your sound on the tuba, you might not hear a lot of "pitch" but might hear more air sound. I can't tell you how to fix your embouchure but just to use your ears to get more pitch and less air sound; you will sound better and need less air. There is always a "most efficient" combo of air plus embouchure tension for a given note. A best bet is to consult a good (!) teacher who can show you subtle embouchure things to do, that will help both your sound and your air use.
