To answer your immediate question, yes, a 3.0 should get you into most music schools assuming everything else is in line. HOWEVER, I am very disturbed by the general tone of posts that say grades are unimportant and the one that even suggests skipping school. The habits you set now will last a lifetime. A pattern of slackness in school will carry over to all other aspects of your life.

Also, should you decide to CHANGE your major (its actually been known to happen)then those high school grades may take on a greater importance. Your grades in college will have a direct impact on whether or not you can get ino many grad schools. Further, if you decide to pursue music ed down the road, your college and perhaps even high school GPA will have an impact on your landing a job.

Many schools no longer put up with athletes who can't make the grade, why should musicians be treated any different?

Good luck in your endeavors and give college your best!
