The book that I would recommend is "Seventy Studies for Tuba, Vol. 1," by Blazhevich. It is a series of nice etudes that will allow to to would on technique and range. A nice solo is "Suite for Tuba," by Don Haddad, and an old standard is "Air and Bouree," arranged by Wm. Bell. Other book that you may want to consider would be "60 Selected Studies for Tuba" by Kopprasch; "advanced Studies for BB-flat Bass," by H.H. Tyrell; and the Perez "Scale Studies for BB-flat Tuba" is a decent book for re-building chops.

If you can re-establish yourself as a legit tubist, playing in community bands is a good way to make contacts for paying gigs. A good tuba player who is reliable is always in demand somewhere and can make some bones while having fun playing. Also, not all community bands are created equally, look for a group that does more than the basic showtunes and marches. Also remember to go to a TubaChristmas or two.
