Please correct me if I am misunderstanding the point that Mr. Bobo is trying to get at (I'm sure someone will). But I think he means to use a smaller mouthpiece in practicing to develop muscles and habits that will aid you in obtaining better control of the upper register and clarity in your playing. And not, necessarily, to use the smaller mouthpiece in performance.
This is kind of the inverse of trumpet players buzzing trombone mouthpieces to help relax their embouchure and use their air more effectively.
