IMHO college should never be about training to find a job. College should be about finding out who you are, and developing your inherent talents. So you got a tuba performance degree, and haven't been very successful in finding performance work? No degree guarantees work in any field. I know engineers who can't find jobs for whatever reason. If your degree allowed you to more fully develop your skills and to find out what kind of person you are and you can be, then it was successful. The rest, unfortunately, is up to you.
Yes, finding performance work on any instrument can be a challenge. But, if you explore all leads, and are flexible, work will come. This work will probably include both teaching and performing. For many this will not make you wealthy, but if you are doing what you love, then that is what life is about. If you decide that you want to be a computer programmer, waiter, advertising executive, salesperson, or anything else, who also plays tuba, that is OK too.

The important thing is not to regret decisions made that you can't change, but to make the most out of what you have.
