Make sure that isn't simply the overall length of the tuba that is simply too long.
If the OPEN notes are all flat, this is probably the problem.
There is a LOT of straight cylindrical tubing on most Alexander tubas' mouthpipes just above the #1 rotor. It is an easy job for a good repairman to:
-remove the entire mouthpipe
-remove an inch or a bit more than that from its large end.
-reattach it to the instrument (Some minor adjustments required, here.)
If the OPEN notes are NOT flat...
