I think the Fort Smith Symphony (or related league, etc.) in Fort Smith, Arkansas has a concerto compettition each year for young people. You would need to memorize an entire concerto, travel to Fort Smith, and perform for a committee. The top prize is fairly substantial, and you are allowed to perform the piece in a concert with their orchestra, such as it is - a good experience for a young person. I'm sure that you could contact them and find out if tuba is included in the competition. I suspect that it is, and that they would possibly have a list of three allowed concertos from which to choose.

Laughable name, yes, but I also think there is an Ima Hogg competition down in south Texas. Probably more college-aged and conservatory contestants would be there, as I believe the prize money to be higher. I think the winner plays with the Houston Symphony, unless I have its locale confused with Austin.
