I have also run into these "false tones" when using a sousaphone or a small conn tuba such as a 10J. In my master's studies on bass trombone, my studio teacher (Dr. Neale Bartee, Arkansas State University) used these notes as a regular warm-up exercise. In his set-up, a person could obtain a note the distance of a perfect 4th below the given fundamental (Bb down to F in 1st position). This would translate to Bb to F open on a BBb instrument.

I have had more success on tuba when I go from Bb down to EEb open, or the distance of a perfect 5th down.

I seem to remember one instrument that allowed me to reach a minor 6th down. It may have been a king sousaphone.
