The first thing to do is to do some research yourself.

SF was originally scored in 1830 (before tubas were invented) for two ophicleides; one in C and one in B flat (orchestral and military instruments). The general idea was that since they were pitched a full tone apart, there would be fewer really bad notes. In the 1840's, after he'd gotten acquainted with Adolphe Sax and Wieprecht's inventions, he directed that the Bb ophicleide part be played on the tuba of the day, probably an E flat Moritz, which is a comparatively tiny instrument. A small F or Eb tuba coupled with a baritone horn or tenor trombone might be a good approximation to the second ophicleide. A euph would probably be a little to mellow.

If you were thinking of an authentic sound using two CCs, probably not workable.
