I think that people don't realize that the "incumbent" tuba player would have a distinct advantage. However, if he is proven incompetent by his competetion then he will not be "re-elected" to his position. The unfortunate reality is that most musicians going for these jobs are young and do not have a lot of real-world and office-politics knowledge. Even though it doesn't seem fair there is always at least three sides to every story.
