As a frequent judge at the region level. I can tell you that I, and for the most part the people I judge with would much rather hear an etude played musically with a good tone and smooth facility. Even if it is SLIGHTLY under tempo. By this I mean, if you go two to four beats under/over tempo and do a good job you will not be counted of for the tempo descrepancy; however, if you decide to make the eighth not 60-80, you may not be as successful. The bottom line is to play at the tempo that you can be the most musical at and the tempo in which the music makes the most sense. Hopefully it meshes with the recommended tempo markings.

P.S. The suggested tempo indications will vary from year to year because someone new picks out the etudes every year. The tempo markings ar theirs not Blazevich's.
