Another possibility is your horn. What model tuba do you play? I used to play a 4/4 Holton BBb 4-valve (Yamaha knock-off) that took enormous amounts of air to play at all. Playing loud on that horn was almost impossible. I switched to a much larger bore 5/4 CC and it took LESS air to play than the Holton (of course leaving me more air with which to play at destructive volume). See if you can borrow someone else's horn & determine if that might be the problem. I know that it's too easy to blame the horn, but this might be the case...
