I looked up the etude (in my ancient and decrepit Blaz. 2) and found that I had, at some point in the previous millenium, marked a tempo of dotted-quarter = 60. Consider that the markings indicate approximates: a tempo of 58 for the a tempo, and 69 for the con moto sections.

I love this etude! You've got a great chance to display your musicianship, not only in tempo variation, but in terms of dynamics, phrasing (where stresses occur, both written [accents] and unwritten), and articulation.

Ya gottta love this etude for the very reason you seem concerned: someone won't impress a judge by going in and playing it tempo-di-tear-ass: a glorious sound and a musical interpretation will carry the day.
