That depends on his idea of cheap. I have seen these sell on that un-named auction service for around $500. The problem with this is it is hard to do this on a purchase order, which is what most schools need. Check the link below for typical used prices. Another couple of links to check are:

You will see a pretty consistent price point for used fiberglass horns. These older Conn 36Ks are the best to get if it must be fiberglass. They have the same valve section as the 14Ks, which is a larger bore than most other sousaphones and larger than the new UMI sousaphones.
