Forgive me if I'm wrong, but I believe that the system you're referring to is the old MIDI system of notation (as opposed to the newer system where middle c = c4). Since the tuba was invented before the computer (no sarcasm intended), they used the original system where you have octave designation by name (contra, great, small, etc), and the letter names are as such. This makes EEb incorrect, and as stated before is probably a marketing ploy hinting towards a larger bore size.
