Thanks for the suggestions, Lee. The horn and I had a session this afternoon with a garden hose. No leaks as far as I can tell; no tell-tale small drops of water with a full tuba. I even tested all of the branches individually. The valves are quite tight also.
I've tried a dozen or so mouthpieces, including an ACM, and while some play better than others, the intonation issues are still very troublesome.
