I haven't compared two equivalent tubas with nickel silver vs. brass. vs. red brass leadpipes to see if the leadpipe material really has that much of an impact. I'm not sure that such a study would be valid anyway because there are so many other factors that impact a tuba's response, even between samples of the same model. Even so, I did have a rose brass Cerveny that had a nickel silver leadpipe and found it to have a very dark and mellow sound, not what I would call "bright and stiff" at all.

I believe that leadpipe geometry would have more of an impact on the sound than which particular alloy it is made of. I think that the durability of nickel silver would make it a good choice of leadpipe material, with red brass being the next choice in durability.
