If each peice was actually hand-made... hammered out of sheet brass and hand-formed without the aid of jigs, fixtures, and machines, the instrument would most certainly not be as consistant in quality as the production made ones. Secondly, I doubt if $13,500 would buy a 100% hand-crafted horn unless, of course, you are talking about an economy where $10,000 is a years salary. Surely some of the components would still be machine made. What does count, however, is the care with which it is assembled and tweaked. Someone is pulling your leg if they are telling you that you can buy a 100% hand-made superior quality anything. I'll bet the 'hand-made' Nirschl for $13,500 contains the same parts as the production models. I may stand corrected here, but an additional $5,700 only buys another 100 or so hours of labor. That's not much time to hand-make all the parts.
