Depends on the rotor and its age. There are one-piece rotors, two piece and three-piece rotors, though I'd think that the three piece ones would be hard-soldered together, like piston valves. But on a horn as old as yours, who knows?

I might be tempted to try to build things up with some copper plating instead. It's pretty easy to do and fairly foolproof and can be built up to be very thick. Corrosion of the copper shouldn't be a problem; I've seen horns from the 20's with copper-plated (not nickeled) piston valves.
