The lack of back pressure is a probable source of the problem. I have trouble getting a good pedal Bb on my BBb Cerveny (after playing for fortysome years). I don't have any trouble playing the C (1234) just above it although on a CC tuba (open) I do have trouble. I don't have a fix for you; just an idea where the problem might come from.
