Check out Dillon Music through the shops link. They have a few tubas in your price range, including a Meinl-Weston 20. Also check out the Baltimore Brass.
Also, if you'll be buying a horn, don't necessarily limit yourself to BBb. Learning CC fingerings isn't too tough (if you've got the motivation to buy your own horn and practice without the motivation of band you can surely do it), and you will end up with a wider variety of horns to choose from. That said, CC tubas generally run a bit more than BBb ones on average, but much of that reason is because there are many more student-quality BBb horns than CC ones.
