Bordogni's dates were 1789-1856. Trills in music from the Classic and Romantic eras and after generally start on the lower note. For Baroque music (before about 1750), trills generally start on the upper note. As usual, there can be exceptions, some written out, some not.

A tuba can't trill like a flute or violin, so you are going to have to find some way of indicating the spirit of a trill without actually trilling as fast as a flute or violin. [Yes, some tubists can alternate between two notes quite rapidly, but I wouldn't call the resulting sound very musical.]
