I don't think it's the same. My violin case is a late-60's vintage Jaeger, before there were suspension cases. I believe the "suspension" part is that the weight of the violin inside the case rests on the neck instead of the scroll. This is accomplished by putting a block of material under the neck, and a strap to hold it on. My case has no such thing in it. I've whacked the case reasonably hard against walls and stuff (and carried it on the back of a motorcycle, but that is a different era and a different story) with no damage to the instrument.
My idea of suspension for a tuba would be some kind of quasi-elastic strap(?) system that had some give to it but would sustain several G's without stretching to the point of having the tuba contact the hard side of the case. And of course nothing at all on the bell.
