It goes by a bunch of names, depending on vendor. As to strength, that's highly dependent on the alloy (see the NIST document below). In general the plumber's variety of lead-free solder is somewhat weaker and more brittle. Neither of which particularly matters in a small bell crack patch. But the lead free stuff doesn't wet the metal as well as the leaded solder and doesn't flow nearly as nicely, making the repair job harder.

By far, the most durable patch for a crack is "hard solder"--usually an alloy of silver and copper with other materials thrown in to adjust physical properties.. Carefully and neatly filed down, it's a patch that's as strong and durable as the brass bell itself. The downside is that it takes a lot of heat and a light touch with the torch to get it just right.
