I suspect that the function of the caps has nothing to do with rotors, just that rotary valve caps are a convenient place to hang them. No reason why extra mass could be clamped to a leadpipe, tuning slide or wherever.

Note that I didn't say that the patent wouldn't be granted--the USPO has allowed some pretty stupid things lately, particularly in the area of algorithms (someone actually got a patent in the 1990's for the principle of hashing). I only observed that in a court battle, which is the real test of a patent, it probably wouldn't survive.
