I can't believe that lacquer could be a problem with a new horn.
Try wrapping a thick rubber band around the cap for better grip,
and also try a drop or two of valve oil in the joint to lubricate the threads.
If this doesn't work and you are feeling brave/foolhardy, gently tap on the sides
of the caps with a wooden dowel or plastic rod; if not, take your horn to your
repair tech, who will know just how much force to use without damage.
After you get the caps off, clean the inside and outside threads well, then
lubricate with heavy grease.
