The OSHA standard for noise level in the workplace is 90 decibels; however that is based on an average exposures over 8 hours. What that means is that you can be exposed to 110 decibels for short periods of time so long as the rest of your 8 hours is far enough below 90 decibels so that the average over the 8 hours is below 90. So it isn't only the level of noise but also the duration. A cymbal player may be exposed to 120-130 decibels, but the length of time of the crash is so short that it doesn't weight out to 90 decibels.
